CareCredit, a subsidiary of GE Capital Retail Bank, has had to refund up to $34.1 million to possibly more than 1 million people for persuading them to sign up for credit cards they thought were interest-free — but actually charged high rates, according to the Consumer Bureau. CareCredit is one of the largest of these companies, and is offered by about 175,000 dental and healthcare providers nationwide as a payment option, according to the Consumer Financial Protection Bureau. Most consumers are provided with a deferred interest plan that earns 26.99 percent annual interest; if the balance is not paid in full by the end of a certain period of time, the consumer becomes interest dependent.

But that’s not what consumers are being told, the bureau’s investigation found. Since January 2009, dental and healthcare providers have misled consumers about deferred interest, leading them to believe it was an interest-free card, the bureau said. Even some of the office staff members tasked with explaining the deal said they were confused about how it would work. And consumers aren’t always provided with a copy of the CareCredit agreement for review.

The bureau found that CareCredit lacked adequate oversight of the registration process and offered little or no training to service providers so they could adequately explain the agreement.

“Medical debt is already a huge problem for many Americans,” Richard Cordray, the bureau’s director, told reporters. “Poor credit card transparency shouldn’t make matters worse.”

The bureau ordered GE Capital to set up a $34.1 million fund and notify 1.2 million consumers that they could apply for reimbursement. They must also increase disclosure for consumers, including requiring CareCredit representatives to complete transactions processing more than $1,000, and conducting training for service providers who offer their products. The company has cooperated with the bureau.
