She is now the mother of three school-age boys, none of whom have been vaccinated. Although the state requires multiple vaccinations for students starting school and at other times, it is possible to be exempted for medical or religious reasons. Jackson chose the latter, which she said was not difficult to do.
She is one of a growing number of parents in the state who are exempt from vaccinating their children. The Connecticut Department of Health reported that last year 1,056 children in kindergarten and seventh grade were exempted, a 127 percent increase from 2003, when the state recorded only 465 such exemptions.

First, some parents worry that vaccines could be linked to autism and other health problems in children, even though experts have repeatedly said there is no evidence to support that link. “If you have a lot of kids and don’t get vaccinated, then you have a bigger pool for getting sick,” said Dr. Robert Chessin, a pediatrician at Pediatric Healthcare Associates in Bridgeport and Shelton.
In Connecticut, the state health department said there have been 111 cases of pertussis reported this year and the state could have up to 10 years of cases of the disease. Last year, there were 68 cases throughout the year.
Unvaccinated children typically cannot attend school without an exemption, said Stephanie Knutson, school health adviser for the state Department of Education. Even if parents give their children a valid excuse, they must sign a form stating that, in the event of an outbreak, their non-immunized children cannot come to class.
There are two main types of vaccine exemptions – medical and non-medical. In Connecticut, only non-medical exemptions are allowed for religious reasons, although some states allow exemptions for “philosophical” reasons.

Medical exemptions require a written statement from a physician. There are many valid medical reasons a child may be excluded from receiving immunizations, including an allergic reaction to a vaccine, childhood cancer, or HIV or other immune disorders.
Religious exemptions are easier to obtain, requiring only a parent or guardian to provide a written statement that vaccination is against their religious beliefs.
The Shelton mother of three, who did not want her name used, said she received religious exemptions for her children. She said she had vaccinated her children, but did not follow the prescribed vaccination schedule, preferring to give as many vaccinations as possible. However, she could not do without exceptions. Because her child does not qualify for a medical exemption, her only option is a religious exemption. She said her actions are not uncommon among parents who oppose the vaccination mandate. “There are a lot of parents who lie and say ‘my religion is against this,’ even though it’s not,” she said.
For years, some parents have expressed fears that vaccines may do more harm than good. Mainly, there is concern that the MMR vaccine is associated with autism in children, mainly caused by a 1998 article in the medical journal The Lancet. The study, led by Dr. Andrew Wakefield, followed 12 children who developed behavioral problems as well as some intestinal problems. Eight of them received the MMR vaccine.

It was later revealed that Wakefield had received money from lawyers suing vaccine manufacturers. Also, in 2004, a report from the Institute of Medicine concluded that there is no link between autism and vaccines. In 2010, The Lancet canceled the study.
For parents like Jackson who are concerned about the contents of the vaccine, Dr. Nimrod Dayan, a pediatrician with Pediatric Healthcare Associates in Trumbull, points out that the live virus is included in a weakened form.
“It’s designed to keep you from getting sick — it tricks the body into thinking it has a disease, and fights that disease,” he said.
Dayan is one of many pediatricians in the region who will not see children if their parents refuse to vaccinate them without a valid medical reason. He said it was his policy to turn away families who would not allow children to be vaccinated, because these children put other children at risk.

But some local doctors will see these families, including pediatrician Dr. Sophia Leonida, of Stratford. The night before 11-year-old Ella checked into Connecticut Children’s Medical Center in early May, her father Sean thought his daughter’s mood seemed “fantastic.”
Ella has been diagnosed with depression and anxiety, and their nightly walks, which help her relax before bed, are an opportunity to reflect on the day and talk to her parents about how she feels.
“She is bubbly. She talked about her animals – she recently got a fish that she loves, and we have a cat and a dog,” said Sean. “So it’s good, it looks good, it’s a really encouraging walk.”

But the next day, Ella was caught trying to stick a sharp object into an electrical outlet at school. When confronted by the nurse and counselor, the 11-year-old replied, “I just I want to die,” her father said. “They called 911 because of the suicidal ideation that she was posting, and apparently she told them that she had been feeling more suicidal for the past month,” Sean said. “It’s hard to hear.”
Ella was taken by ambulance to Connecticut Children’s Medical Center in Hartford, where she waited with other children in a crowded emergency department hallway for about four hours before she was moved to a unit. She waited there for six days, with a psychologist coming in every day to check on her, before a bed opened at Hartford HealthCare’s assisted living facility.
Ella’s experience is emblematic of what is happening across the state. As the pandemic enters its second year, health care providers are reporting a growing crisis in children’s behavioral health care. The growing number of school-age children in Connecticut emergency departments — many of them suicidal, controlling, or with difficult-to-treat eating disorders — is leading to an overflow of young patients in emergency departments with limited bed space and hospital officials say long waits for inpatient rooms or care.
